Zahara Luyirika, the current Speaker of Kampala Capital City Authority (KCCA), is at the center of an escalating storm of controversy that now threatens to shatter her once-promising political career and ambitions for higher office. Once hailed as a rising figure within the National Unity Platform (NUP), Luyirika’s name has now become synonymous with scandal, betrayal, and corruption allegations that have rocked both City Hall and the Makindye West political arena.
Accusations of rampant nepotism, misuse of office, and a complete disregard for transparency and accountability continue to swirl around her, casting a dark shadow over her anticipated bid for the Makindye West parliamentary seat in the 2026 general elections.
Critics allege that Luyirika’s office has been transformed into a personal family empire, tightly controlled by her inner circle. Her driver, Ronnie, is said to be not just an employee but a close confidante, while her Personal Assistant, Aksam Ssemakula, is reportedly married to her younger sister—blurring the line between professional conduct and family loyalty. The replacement of former office administrator Sauda Madada with yet another relative has only fueled public anger and reinforced perceptions that Luyirika is deeply entrenched in nepotistic practices.
But these claims of favoritism are only the tip of the iceberg.
A whistleblower report submitted to the Inspectorate of Government (IGG) has revealed shocking allegations of corruption, detailing how Luyirika allegedly orchestrated the suspicious sale of three used KCCA vehicles to one of her associates for just 8 million Ugandan Shillings — a price critics describe as laughably low and indicative of criminal intent.
According to the report, the vehicles were covertly transported to a garage in Lusaka village, Makindye I parish, where they were secretly refurbished and repainted before being resold. The whistleblower says that video and photographic evidence documenting this operation has already been submitted to the IGG, suggesting that the matter may soon evolve into a full-blown investigation.
Observers have drawn parallels between Luyirika’s alleged misconduct and the infamous corruption scandals of former Kampala mayor Nasser Sebaggala. The whistleblower notes that, if proven, Luyirika’s actions could even surpass Sebaggala’s misdeeds, demonstrating a shocking level of disregard for the law and a complete erosion of public trust.
The sale, the report continues, was conducted in total secrecy — a direct violation of the Public Procurement and Disposal of Public Assets (PPDA) Act, which demands transparency, accountability, and fair competition in all public asset transactions. If these claims are verified, Luyirika’s actions could represent not just administrative malpractice, but an outright assault on the principles of good governance and integrity in public service.
The same whistleblower also links Luyirika to another questionable transaction, this time involving a tender to grade land belonging to the KCCA staff SACCO. The tender was allegedly awarded to one of her close associates, sparking further suspicion of favoritism and abuse of power within her office.
These damning allegations have sent political tremors across Makindye West, igniting anger among NUP supporters who fear her tainted reputation could cost the party dearly in 2026. Her once-solid image as a disciplined, pro-people leader has been replaced by widespread skepticism, as many now view her as a symbol of the corruption and self-interest NUP once vowed to fight against.
The accusations of corruption and nepotism have severely damaged her credibility, casting doubt on her ability to secure the NUP flag bearer position for Makindye West. The constituency is expected to be one of the fiercest battlegrounds in the upcoming elections, with both internal NUP factions and the ruling NRM party preparing to exploit the scandal for political gain.
As if the storm surrounding her office wasn’t damaging enough, new allegations of infidelity have further plunged Zahara Luyirika into controversy. During a recent diaspora tour with NUP Principal Bobi Wine in Canada, she is accused of engaging in an extramarital affair with a married man — an episode that reportedly turned chaotic when the man’s wife publicly confronted members of Bobi Wine’s team, accusing them of facilitating the alleged encounter.
This scandal, coming on the heels of corruption and nepotism claims, has intensified public scrutiny and cast even deeper doubts on her integrity. Critics argue that her alleged actions reveal a troubling lack of personal discipline and respect for moral standards, eroding the image of leadership expected from someone holding such a prestigious office.
The confrontation in Canada, widely shared among members of the Ugandan diaspora and later circulating back home, has magnified the controversy, painting Luyirika as both politically and morally compromised. To many, she now represents the worst combination of public misconduct and private scandal — a leader accused not only of abusing her office but also of betraying personal ethics and trust.
With investigations looming and her reputation in freefall, Zahara Luyirika’s once-bright political star appears to be dimming fast. The weight of corruption, nepotism, and moral scandal could easily crush her ambitions before the 2026 elections even begin — leaving NUP to reckon with what many are already calling its most regrettable political miscalculation in Makindye West.
