The Uganda Civil Aviation Authority (UCAA) has officially launched the State Safety Action Group (State SAG), a high-level technical forum expected to play a key role in strengthening aviation safety, risk management, and operational oversight across the country. The inauguration ceremony was held on July 7, 2026, at Horizon Hotel in Entebbe.
The launch was led by UCAA Director General and Chairperson of the National State Safety Coordination Group, Mr. Fred Bamwesigye, who described the establishment of the group as a significant milestone in Uganda’s commitment to maintaining a safe and efficient aviation sector. He said the new forum will provide a structured platform for experts to assess safety concerns and recommend practical solutions.
According to Mr. Bamwesigye, the State Safety Action Group has been created to analyze safety information from across the aviation industry, identify emerging risks and hazards, and develop strategies aimed at preventing incidents before they occur. He noted that proactive safety management remains essential in a rapidly evolving aviation environment.
The Director General emphasized that the group’s responsibilities will also include monitoring the implementation of safety interventions and evaluating their effectiveness. He said this approach will ensure that safety actions are not only recommended but also translated into measurable improvements within the sector.
Mr. Bamwesigye pledged UCAA’s full support to the team, promising the leadership, policy guidance, and resources needed to help members execute their duties effectively. He expressed confidence that the group would become a cornerstone of Uganda’s aviation safety framework.
Representing the Director of Safety, Security and Economic Regulation, Ms. Irene Atto said the inauguration reflects Uganda’s determination to build a more robust and mature State Safety Programme. She noted that the success of modern aviation depends on strong partnerships, timely information sharing, and continuous assessment of risks.
Ms. Atto added that the newly established forum will help strengthen collaboration among aviation stakeholders while promoting data-driven decision-making. She said the initiative demonstrates UCAA’s commitment to embracing international best practices and fostering a culture of safety throughout the industry.
The State Safety Action Group brings together experienced professionals from different areas of aviation, including Ms. Irene Atto, Mr. David Matovu, Mr. Rogers Peter Wanzunula, Capt. Bruno Oringi, Mr. David Muwonge, Mr. Andrew Wabwire, Capt.
