The Uganda Revenue Authority (URA) has intensified efforts to promote tax compliance by taking its latest tax education campaign to clearing agents operating at Mutukula One Stop Border Post. The engagement focused on helping the agents understand recent changes in importation laws and the mandatory implementation of the Electronic Fiscal Receipting and Invoicing Solution (EFRIS) across the 12 gazetted sectors.
During the meeting held on October 30, 2026, URA officials interacted with clearing agents and provided guidance on new legal requirements that affect the importation process. The discussions were intended to ensure that those involved in clearing goods understand their responsibilities and are able to conduct their businesses in line with the country’s tax laws.
A major area of discussion was the mandatory use of EFRIS, a digital platform designed to improve the recording of business transactions through electronic receipts and invoices. URA explained the importance of complying with the EFRIS requirements, particularly among businesses operating in the 12 gazetted sectors.
The meeting was organised by a team of URA officers drawn from the Tax Education Division and Mutukula Customs. Their involvement demonstrated the authority’s effort to bring tax information closer to stakeholders who directly participate in cross-border trade and customs operations.
URA considers clearing agents important partners in the country’s revenue collection efforts because they play a central role in facilitating the movement of goods through border points. Having a proper understanding of customs procedures and tax requirements enables them to guide importers appropriately and minimise challenges that may arise during the clearance process.
The authority also used the engagement to address the knowledge gaps that could lead to errors, misunderstandings or failure to meet tax obligations. By explaining the recent changes and giving practical guidance, URA hopes to make compliance easier for clearing agents and the businesses they serve.
Another important objective was to strengthen cooperation between URA officials and clearing agents. The authority recognises that effective tax administration requires continuous communication and collaboration with stakeholders, especially those whose daily operations are directly connected to customs and importation activities.
Through such engagements, URA continues to demonstrate that tax education is an important part of building a compliant business community. The authority’s engagement at Mutukula is expected to improve awareness of importation laws, encourage proper use of EFRIS and promote smoother working relationships between customs officials and clearing agents.
