The Government of Uganda has released Shs259 billion as the first batch of funding for the Parish Development Model (PDM) in the 2025/26 financial year. The announcement was made by Finance Minister Matia Kasaija on Tuesday, 18th November 2025, marking another major push in the government’s effort to transform households at the parish level.
According to Kasaija, the funds will begin reflecting in the accounts of all verified PDM SACCOs starting Wednesday, 19th November. A total of 10,589 PDM SACCOs are expected to receive Shs50 million each, directly deposited into their respective accounts without any middlemen involved.
This release is in line with the PDM policy, which requires government to release funds in two instalments each year. Each SACCO receives Shs50 million every six months, making a total of Shs100 million every financial year. The minister emphasized that the system is now running smoothly and benefiting communities across the country.

While speaking at the Ministry of Finance headquarters, Kasaija described PDM as a program that has moved beyond planning and is now actively transforming households. “The Parish Development Model is no longer a theory. It is a reality. It is in your parishes. It is in your households,” he said. He added that the program is becoming “bigger, stronger, and more impactful” with each funding cycle.
The government has so far transferred Shs3.216 trillion directly to parishes since the program was launched. With 10,589 parishes currently benefiting, the minister noted that each parish has now received at least Shs300 million over time. These funds are meant to support income-generating activities and improve the economic well-being of families.
According to the ministry, 99% of all previously released PDM funds have already been disbursed to beneficiaries. More than 3.27 million Ugandans have directly received support from PDM SACCOs, showing significant growth in participation and implementation across the country.
Kasaija encouraged parish leaders, SACCO executives, and beneficiaries to continue using the funds responsibly. He stressed that proper management and transparency are key to the program’s long-term success. Citizens were reminded that PDM money is strictly for enterprise development—not consumption or luxury expenses.
The minister also highlighted that the government will continue monitoring how the funds are used. Regular audits and field visits are expected to ensure that money reaches the intended households and helps lift families out of poverty.

As the first batch of the 2025/26 financial year rolls out, communities across the country are expected to begin new projects, revive stalled enterprises, and strengthen local economic opportunities. The latest funding signals the government’s continued commitment to grassroots economic transformation.
With billions flowing directly into parishes and millions of Ugandans already benefiting, the Parish Development Model continues to position itself as one of the most ambitious and far-reaching poverty reduction programs in Uganda’s history.
