The Uganda Revenue Authority (URA) has issued a firm call to the banking sector, emphasizing the urgent need for stricter adherence to tax obligations. Commissioner General John Rujoki Musinguzi highlighted that while the financial sector continues to grow and post impressive profits, compliance gaps remain a serious concern.
Despite notable contributions from banks, inconsistencies in tax payments are undermining the integrity of the system. Some institutions, even while declaring strong earnings and distributing dividends, are not fully meeting their tax responsibilities. This imbalance raises questions about fairness and equity within the national tax framework.
The issue is not only about unpaid taxes but also about delayed remittances and prolonged disputes. Several cases between financial institutions and tax authorities have remained unresolved for years, slowing progress and weakening trust in the system. These delays ultimately affect national revenue collection and planning.
Incomplete disclosures have also emerged as a critical challenge. Transparency is essential in ensuring accurate tax assessments, yet some institutions continue to fall short in providing full and timely information. This creates loopholes that complicate enforcement efforts.
Musinguzi stressed that compliance is not optional but a fundamental obligation. Financial institutions play a pivotal role in the economy, and their commitment to proper tax practices directly impacts national development. Their responsibility extends beyond shareholders and clients to the broader society.
He further called for stronger collaboration between banks and the tax authority. Building a culture of cooperation, rather than confrontation, can help resolve disputes faster and improve overall compliance. Constructive engagement is key to closing existing gaps.
Enforcement measures will continue to be strengthened, but the CG underscored that voluntary compliance remains the most sustainable solution. Institutions are encouraged to take proactive steps in aligning their operations with tax regulations and avoiding unnecessary penalties.
Ultimately, URA’s message is clear: accountability, transparency, and timely compliance must become standard practice. By fulfilling their tax obligations fully and consistently, banks can contribute meaningfully to national growth and demonstrate true leadership in economic responsibility.
