As Uganda prepares to celebrate its 63rd Independence Anniversary on 9th October 2025, the Uganda Police Force has unveiled a comprehensive traffic management plan to ensure safety and smooth movement during the national celebrations at Kololo Ceremonial Grounds. The event is expected to host VVIPs, VIPs, diplomats, and other invited guests from across the country and beyond.
In a statement released on 19th May 2025, SP Kananura Michael, Public Relations Officer of the Directorate of Traffic and Road Safety, explained that several roads surrounding Kololo will experience temporary closures and diversions to enhance security and minimize congestion.
Traffic on Jinja Road will flow normally, but roads directly leading to Kololo Ceremonial Grounds will be restricted. Key cut-off points include Hotel Africana, Upper and Lower Elgon Terrace, Prince Charles Drive, Mabua Road, and Acher Road Junction. Motorists coming from Katikati via Upper Kololo Road will be diverted and cannot access Jinja Road. Only vehicles displaying VIP stickers will be allowed through Elgon Terrace and the Kololo Police Post Gate to reach the venue.
The traffic diversions will take effect from 6:00 a.m. and remain in place until the event concludes. Motorcycles will not be allowed beyond the cut-off points, and roadside parking is strictly prohibited. Any vehicle left parked illegally will be towed at the owner’s expense to the nearest police station.
Designated parking will be available for VVIPs and VIPs at the main venue, while the general public can park at City High School, Hotel Africana, and the Uganda Management Institute (UMI). Police have advised all attendees to clearly display their vehicle stickers for easy identification by security personnel.
The public is urged to follow instructions from traffic and security officers, plan travel early, and remain patient to ensure a smooth and secure Independence Day celebration. Authorities stress that these measures are meant to protect everyone and facilitate an orderly event.
As Uganda marks 63 years of independence, citizens are encouraged to celebrate responsibly and cooperate with security agencies to make the day safe, memorable, and enjoyable.
