Bulambuli District MP-elect Hon. Biara Emmanuel has attributed the electoral loss of some prominent opposition figures to what he described as excessive talk with limited action on the ground.
While speaking during a media engagement, Biara Emmanuel remarked that some leaders widely regarded as great debaters in Parliament may have lost public confidence because they focused more on rhetoric than tangible service delivery.
> “Some of the people you are calling great debaters, like Hon. Ssemujju and Hon. Mpuuga, maybe lost because they were speaking a lot and doing less,” Biara Emmanuel said.
The MP-elect’s comments come in the wake of recent election outcomes that saw several high-profile legislators fail to retain their seats.
According to Biara, voters are increasingly shifting their attention from parliamentary debates and media appearances to measurable impact at the constituency level.
He noted that communities now expect theirPure leaders who are visible, practical, and responsive to everyday challenges such as livelihoods, infrastructure, and social services. In his view, eloquence in Parliament alone is no longer sufficient to guarantee political survival.
Biara Emmanuel emphasized that leadership must be grounded in action and results, adding that his own political philosophy is centered on service delivery and community empowerment rather than political grandstanding.
His remarks have sparked debate within political circles, with some agreeing that grassroots engagement and performance are becoming decisive factors in elections, while others argue that strong parliamentary debate remains essential for democracy and accountability.
As Bulambuli’s MP-elect prepares to take office, Biara says his focus will remain on translating promises into action, insisting that leadership should be judged by outcomes, not words.
