Uganda’s government has announced a major pay rise for Resident District Commissioners (RDCs), increasing their monthly salary from the current Shs2.29 million to a much higher Shs9 million. This upgrade, which is expected to take effect in the 2026/2027 financial year, marks one of the biggest salary adjustments for government officials under the Office of the President.
The move comes after years of complaints from RDCs and their teams, who argued that their pay does not match the heavy responsibilities they shoulder. Uganda currently has 146 RDCs, 163 Deputy RDCs, and about 300 Assistant RDCs deployed across districts, municipalities, and cities. Their roles, drawn from Article 203 of the 1995 Constitution, include representing the President, monitoring government programs, ensuring security, and fighting corruption at the local level.

According to the new salary structure signed by the Ministry of Public Service, government has set aside Shs8.55 trillion for the national wage bill in the 2025/2026 financial year. Out of this, Shs57 billion has been allocated specifically for salary enhancement of Chief Administrative Officers, Town Clerks, Under-Secretaries, and RDCs.
Hajji Yunus Kakande, the Permanent Secretary in the Office of the President, confirmed that President Yoweri Museveni has already formed a committee to review the pay structure for RDCs and recommend final adjustments to cabinet. He noted that many RDCs and their assistants have been struggling financially, with some assistants earning as low as Shs817,000 before taxes—amounting to about Shs500,000 in take-home pay.
Maj. Martha Asiimwe, the Head of Secretariat for RDCs, welcomed the development, saying that the commissioners have been working tirelessly despite low pay. She emphasized that RDCs monitor key government projects, yet some cannot even afford basic needs like school fees for their children.

In Northern Uganda, Commissioner Alice Akello Opio encouraged RDCs to remain focused on their core mandate, stressing that without proper monitoring, many government-funded projects risk being mismanaged or wasted.
If approved, the upcoming salary increase will significantly raise the government’s annual expenditure on RDCs, their deputies, and assistants—costing over Shs15 trillion per year. However, government maintains that the investment is necessary to strengthen public service delivery and accountability across the country.
The pay rise has sparked national debate, with some Ugandans praising the move as overdue, while others question whether such a massive expenditure is sustainable. Nevertheless, the government insists that better pay will enhance performance, reduce corruption temptations, and motivate RDCs to deliver on their constitutional duties.
