The High Court Civil Division has officially fixed November 19th, 2025 as the date to begin hearing a major public interest case filed against President Yoweri Kaguta Museveni, businessman Hamis Kiggundu, the Attorney General, and several government bodies. The case centers on the highly contested development activities taking place on the Nakivubo Drainage Channel in Kampala.
This announcement was confirmed through a notice issued by the Court’s Deputy Registrar, Simon Kintu Zirintusa. The communication signaled the beginning of what many expect to be one of the most closely watched environmental cases in Uganda’s recent history.

The case was filed on September 22nd, 2025 by two lawyers, Kazinda Naari and Oola Samuel from F. Aogon and Company Advocates. The pair argue that government leaders failed in their duty to protect the environment when they allowed works on the vital drainage channel without following the law.
According to the petition, President Museveni allegedly approved Hamis Kiggundu’s project without first ensuring that an environmental and social impact assessment had been conducted. The lawyers insist that this approval went against established procedures designed to safeguard the environment and public safety.
The petitioners warn that continuing these works without proper assessment could cause severe and irreversible damage. They list several risks, including dangerous flooding, soil erosion, pollution, and the increased spread of waterborne diseases. They also say that Kampala’s beauty and environmental balance could be permanently affected.
The Kampala Capital City Authority (KCCA) is also accused of handing over the drainage channel to Kiggundu without securing the necessary clearance from the National Environment Management Authority (NEMA). The petitioners argue that this action violates Uganda’s constitutional commitment to environmental protection.
Because the President, Prime Minister, and Minister of Finance played roles in approving or supporting the project, they have been sued through the Attorney General. This makes the case even more significant because it challenges decisions made at the highest levels of government.
The lawyers are asking the High Court to immediately stop Kiggundu’s ongoing construction activities on the drainage channel. They also want the President’s directives supporting the project to be canceled in the interest of public safety and environmental protection.

Another major request in the petition is for the court to compel NEMA to carry out a full environmental audit. The petitioners argue that only a thorough investigation can determine the true impact of the construction and ensure that proper safety measures are followed.
As Kampala residents continue to debate the future of the Nakivubo channel, all eyes are now on the High Court. The upcoming hearing is expected to shape the future of environmental governance in Uganda and could set an important precedent for how major development projects are approved and monitored.
