Gulu police have arrested one of their own after he allegedly robbed two civilians at gunpoint in Forest Ward, Pece Laroo Division, on the evening of October 6, 2025. The suspect, identified as PC Okello Isaac, is a member of the Flying Squad Unit attached to Gulu CPS and resides in the police barracks. The incident occurred around 7:40 PM.
The first victim, Patrick Kibwola, a 23-year-old DJ from Pece Central, was walking home near the NFA offices when he was confronted by the officer carrying a gun. Under threat, Kibwola handed over 3,500 shillings and his Itel button phone before being told to leave immediately.
Shortly afterward, Akena Lawrence, a 36-year-old teacher from Pece Acoyo, had parked his Bajaj UDY 302J motorcycle by the roadside when the same officer appeared and demanded the motorcycle keys at gunpoint. Akena quickly escaped and reported the incident to other police officers.
The Flying Squad, led by D/AIP Joseph Tukei, acted swiftly and arrested PC Okello Isaac at the scene. Police recovered an AK-47 rifle, two loaded magazines, a police inner jacket, the stolen motorcycle, the phone, and the cash. Investigations indicate the officer had consumed alcohol, appeared partially intoxicated, and was wearing civilian clothes with a police inner jacket. Fortunately, neither victim suffered physical harm.
Authorities confirmed the crime scene will be revisited, and PC Okello Isaac will be interrogated once sober. Victim statements have been recorded, and investigations are ongoing, raising serious concerns over police conduct and integrity in Gulu City.
