Uganda Civil Aviation Authority has reaffirmed its commitment to transparency, accountability, and national development after taking part in the 4th Public Finance Management Conference held from May 6 to 8, 2026 at Imperial Resort Beach Hotel. The high-level gathering attracted key players in Uganda’s finance and governance sectors under the theme of strengthening public finance management for sustainable national development.
The conference was officially opened by Robinah Nabbanja, who emphasized the importance of prudent financial management in ensuring economic stability and improved service delivery across the country. Her remarks highlighted government’s continued focus on accountability and strategic planning as Uganda pushes toward long-term economic transformation.
During the event, the Acting Accountant General and UCAA Board Member, Godfrey Ssemugooma, delivered the keynote address, where he stressed the urgent need for digital transformation in public institutions. He explained that modern financial systems and technology-driven governance are becoming essential pillars for accelerating Uganda’s economic growth and improving efficiency in public service.
Mr. Ssemugooma further noted that effective public finance management will play a central role in supporting Uganda’s ambitious Tenfold Growth Agenda. He pointed out that the country’s transition into the Fourth National Development Plan (NDP IV) cycle for 2025/26 to 2029/30 requires stronger financial discipline, innovation, and coordinated planning among both government institutions and development stakeholders.
The conference also provided a platform for experts to examine new approaches to domestic revenue mobilisation in an increasingly changing economic environment. Participants discussed how Uganda can strengthen local revenue sources, reduce financial leakages, and create more sustainable economic systems capable of supporting national priorities.
Another major topic of discussion focused on the evolving role of external audit in today’s rapidly changing digital world. Delegates explored how technological advancements are reshaping accountability systems and the need for stronger oversight mechanisms to enhance transparency and public trust in government institutions.
UCAA’s participation in the conference demonstrated the authority’s continued dedication to supporting national policies aimed at improving governance and financial sustainability. By engaging in such strategic discussions, the aviation regulator reinforced its role as an institution committed to professionalism, innovation, and responsible management practices.
As Uganda advances into a new development phase, conferences of this nature continue to provide an important opportunity for leaders, policymakers, and financial experts to share ideas that can shape the country’s economic future. UCAA’s presence at the event reflected its broader vision of contributing to national growth through strong governance, efficient systems, and forward-thinking leadership.
