In a surprising turn of events, over 100 National Unity Platform (NUP) supporters, who were arrested during a series of campaign rallies, may soon be granted freedom. Brigadier General Jacob Asiimwe, a key Presidential Advisor on Political Affairs and a representative of the NRM Civilian Veterans, has vowed to personally intervene in the matter. He plans to appeal to President Yoweri Museveni, asking for clemency for the detained NUP foot soldiers.
These individuals were taken into custody after clashes with security forces during opposition leader Bobi Wine’s campaign convoy in Mbarara. The arrests have sparked widespread criticism, with the NUP and its supporters labeling the actions as politically motivated and aimed at undermining their campaign efforts. Despite the controversy surrounding the arrests, Brig. Asiimwe has expressed sympathy for the detained youth, acknowledging that many of them are caught up in events they don’t fully understand.

While speaking at a veterans’ event in Makulubita, Luwero District, Brig. Asiimwe expressed his concern for the young people arrested, stating, “I feel bad for some of these kids because they take on things they do not comprehend. They are lured into waters that they do not know how deep they go.” His words suggest a recognition that many of those arrested may have been swept into political protests without fully grasping the potential consequences of their actions.
Brig. Asiimwe went on to emphasize that such protests were often futile and advised the youth to rethink their approach. “Tell these kids that protests are pointless… The president has been very kind and pardoned many young people caught up in these crimes,” he said. His statement seems to reflect a belief that a more peaceful and cooperative approach to political dissent might be more productive in the long run.
However, the process of securing pardons for these detained individuals might not be straightforward. Among the detainees is Olivia Lutaaya, a prominent NUP supporter, who is currently facing legal charges after her arrest. Lutaaya, who had been pardoned by President Museveni just a year ago after spending three years on remand for treason charges, may face difficulties in securing another pardon. Brig. Asiimwe pointed out that according to the Amnesty Act, an individual who has already received a presidential pardon for a crime cannot be pardoned again.
“Lutaaya was among those pardoned last year, but now she’s back in trouble,” Asiimwe remarked. “The law says if you are pardoned by the president for a crime, you cannot be pardoned again.” Lutaaya is now facing charges of unlawful drilling following her recent arrest in early November. The legal implications of her case highlight the complexities of seeking clemency for those who have already benefited from presidential pardons.
Despite these challenges, Brig. Asiimwe remains committed to his cause. “I am going to reach out to the president and ask him to forgive those arrested recently,” he confirmed. His main goal, however, is not just to secure their release but to ensure that the detained youths receive proper guidance moving forward. “We shall speak for them, but these children need to be reoriented,” he added. This statement underscores his belief in the importance of re-educating the youth involved in political protests, steering them away from violence and fostering more constructive forms of engagement with the political process.
The call for forgiveness comes amidst growing concerns over the tensions between the ruling National Resistance Movement (NRM) and the opposition, particularly the NUP. The mass arrests have only fueled the animosity between the two political camps, with each side accusing the other of trying to stifle democratic expression. The government has repeatedly claimed that the arrests were not politically motivated but were instead a response to lawlessness during protests.
Brig. Asiimwe’s plea for clemency could potentially ease some of the tensions and signal a shift in how the government deals with politically charged arrests. By showing leniency, Museveni might be able to defuse the situation and avoid further confrontation, especially as the country prepares for upcoming elections.
The impact of this appeal on the NUP’s campaign remains to be seen. Bobi Wine, the leader of the NUP, has been vocal about the challenges his party faces, and the arrest of his supporters has only strengthened his resolve to push for more political freedoms. For many, the release of the detained youth would be seen as a significant gesture of goodwill from the government, although it remains unclear whether the President will heed the call for pardon.

In the meantime, NUP supporters and members of the opposition are closely watching the developments. If the presidential pardon is granted, it could mark a rare moment of reconciliation between the government and opposition groups. For now, all eyes are on President Museveni, who will ultimately decide the fate of these young political activists.
As the situation unfolds, it’s clear that the conflict between the NRM and NUP will continue to be a defining feature of Uganda’s political landscape. Whether or not the detained youth are released, the ongoing tensions between the ruling party and the opposition show no sign of abating, with both sides preparing for the political battles ahead.
